C-J Green (CJG) welcomed all board members to the meeting. It was agreed that the item on LEP
Integration would be addressed first.

The minutes of the meeting held on 19th July were agreed as accurate.
6. All Energy Industry Council Report
Julian Munson (JM) presented the paper to the board and reviewed the main areas of focus
since the last update. He noted the continued focus on clean energy and the high profile of this
sector in the press.
JM confirmed that the specific sector groups had now been set up and were working well.
Generate – JM highlighted the range of events which are promoting the brand and the region’s
offering and advised that discussions are ongoing as to how this can be continued after March
2024.
Supply chain & Innovation The LEP continue to work with the ORE Catapult and other
partners to support companies in the offshore wind sector.
Peter Brady (PB) noted that there are still considerable challenges facing the sector and the
uncertainty about the progression of some major projects has wide reaching impacts on areas
such as training and the supply chain.
Regional leadership of the sector is still lacking and may need Norfolk, Suffolk and Essex to
work together on this via county deals.
Johnathan Reynolds (JR) agreed that there are currently no planned offshore wind construction
projects. Planning is still ongoing for some projects but there is still considerable risk around
their progression.

5. Integration of the New Anglia Local Enterprise Partnership functions
Declarations of Interest - Rosanne Wijnberg (RW) noted that all local authority partners do
have an interest in this item which is noted but Government have confirmed that they are
eligible to participate in discussion and also vote.
Chris Starkie (CSt) reiterated the value of the LEP and its work to the region. He advised that
work around budgets was ongoing and would incorporate Government funding although the
exact amount is still unconfirmed. Staffing levels will be agreed with the LEP and the relevant
HR departments.
CS confirmed that, in the new structure, staff in existing programmes will be transferred to
both county councils.

Cross county activities will continue where it makes financial and strategic sense but where
there is no funding such the services will cease.
Business voice – CSt stressed that this is vital and will be expressed via the business board
which is likely to look similar to the LEP board.
County cooperation - sector and industry councils will continue where possible.
Assets & liabilities – The LEP has no liabilities. Staff will be transferred or offered alternative
opportunities where possible.
Rob Hancock (RH) confirmed the importance of the business board to county councils. He
noted that, in Suffolk, EZ revenues will be pooled to focus on county wide initiates for
economic development.
Mike Todman (MT) confirmed that both plans are compliant with Government guidelines for
the transition and advised that funding is unlikely to be confirmed before December.
JR noted that he had expected more detailed plans at this point and highlighted the risk of the
funding not being confirmed until December giving little time to react. The board needs to
understand the implications of this.
He also noted that the 2 county strategic voice is still missing from the plans and queried how
will the 2 boards would be linked.
JR advised that other LEPs are looking at other options such as joint ventures with county
councils which would retain Government funding.
JR queried the timescales for getting further details in place and when revised plans would
come back to the board.
CSt confirmed that more detail would be provided on funding and staffing including options for
a 2 county group.
Peter Brady (PB) noted the importance of collaboration to attract investors to the region as a
2 country voice is more powerful.
Dominic Keen (DK) asked for more detail on the responsibilities of directors.
RW confirmed that this was on the forward plan and meetings with legal advisors are
planned.

6. Inward Investment
David Dukes (DD) and Alice Tomkins (AT) updated the board with the recent work of the
Inward Investment team and reviewed the HPO centred on the Norwich Research Park. The
recent campaign has raised the profile of the HPO and is still ongoing. Information on
opportunities identified during the campaign has been shared with partners.
The Norwich University of the Arts has conducted some investigative work on the NSU brand
and insights from this will be built into the rebuild of the web site.
Work is ongoing into a number of tech events which will continue and wider manufacturing
and engineering events are also being considered.

7. Business Support
Chris Dashper (CD) provided the board with an update on the recent changes to the Growth
Hub and confirmed that a full report on those European funded grant programmes which have
now closed would follow in November.
He confirmed that initial minor problems have been resolved and the majority of the advisors
now directly employed by the LEP therefore continuity of support has been preserved.
CN noted that the LEP is part of the Suffolk Consortium and is in daily contact with YTKO, the
other delivery partner.
MT thanked the LEP for acting so quickly and for the continuity of service to businesses which
has been provided.

Summary
This paper provides an update on the work of the New Anglia Innovation Board, a sub-group of
New Anglia LEP.

Background
The Innovation Board was set up in 2015 to provide a focus for decision making and leadership
regarding innovation strategy, programme and project development. Since its inception, it has
championed a number of initiatives, including the Science and Innovation Audits, supported
regional funding bids including Space East (UK Space Agency), Creative East (DCMS) and
Launchpads (Innovate UK), and built strategic relationships with national organisations such as
Innovate UK and Catapult Network.
As an important foundation of productivity, innovation is a key focus within the Norfolk and
Suffolk Economic Strategy. Following the Government’s launch of the UK’s Innovation Strategy
in 2021, and the more recent DSIT Science & Technology Framework, the LEP actively
engages with Government to raise the awareness of innovation and champions the need for
further support for businesses and institutions in Norfolk and Suffolk.
The UK Innovation Strategy sets out a clear roadmap to making the UK a global hub for
innovation by 2035 and placing innovation at the centre. The challenge is that innovation
activity is unequally spread across the UK with wide disparities across regions and within
regions. Although Norfolk and Suffolk is home to pockets of world-class activity, innovation is
highly concentrated in a small number of clusters and businesses with wide disparities. A
stronger place-based approach to driving innovation across all sectors, all businesses and all
locations is required.
The Innovation Board continues to play an important strategic role in helping to shape the
innovation agenda for Norfolk and Suffolk across our priority sectors, working with national and
local partners, as well as already prioritising a focus on the clean growth/net zero agenda.
As a result of this focused, single team approach, led by the LEP, we have created the largest
regional network of innovation clusters/hubs in the country. The LEP Sectors and Innovation

team have also successfully levered in over £9million of external funding over the past 18
months to support regional innovation and cluster development activity.
New Anglia Innovation Board
Membership: includes representatives from the universities (University of East Anglia,
University of Suffolk and Norwich University of the Arts), innovation hubs (CEFAS, Hethel
Innovation, Norwich Research Park, Adastral Park, Orbis Energy, Innovation Labs and Oxford
Innovation), Local Authorities (Suffolk and Norfolk County Councils) as well as an observer
from Innovate UK. The board is chaired by Johnathan Reynolds, Managing Director of Opergy
and LEP private sector board member – providing a clear link between the LEP board and the
innovation board.
Structure: the Innovation Board agenda and focus is structured around key identified work
priorities and themes. It is also prioritising strengthening links with the other LEP industry
councils and sector groups with the aim of enhancing opportunities for cross-sector innovation
and collaboration.
Purpose: The Innovation Board maintains the strategic focus and thought leadership in
innovation, on behalf of the main LEP Board, and supports the delivery of innovation activity
outlined in the Economic Strategy. It has an agreed set of high-level strategic objectives:
Norfolk and Suffolk are recognised as a centre for pioneering ideas, meeting the
challenges we face globally;
Science and innovation are net contributors to the Norfolk and Suffolk economy;
A highly skilled workforce equipped with the skills necessary to access the
techniques and business practices needed for innovation;
Existing assets continue to strengthen and develop into a pan-regional innovation
ecosystem.
Workstreams: In order to successfully deliver on the strategic objectives, a set of workstreams
were defined with key activities under each being delivered. The key highlights of progress and
delivery are provided below under Section 1 of this report.
Section 1: Progress Updates
1. Improve the innovation infrastructure in Norfolk and Suffolk by supporting key
strategic projects. Progress update highlights include:
The Innovation Board partners continue to support and promote key innovation capital projects
including the Food Enterprise Park, and the Broadland Food Innovation Centre and
strengthening industry links with key assets such as DigiTech Centres and Institute of
Productivity, via the NAAME network, for example.
We are also working with partners to advance proposals for new business innovation, skills and
incubation facilities in King’s Lynn, Bury St Edmunds, Stowmarket and Felixstowe.
In addition to this, via our Space East initiative, we are working closely with the Satellite
Applications Catapult and UK Space Agency with support from East Suffolk Council, Suffolk
County Council and BT to establish a regional Space Enterprise Lab at Adastral Park. When it
opens within the next 2-3 months it will form part of a national network of space labs and will
provide an important regional facility for businesses involved in the space sector and wider
supply chain as well as universities and colleges.
2. Increase the level of public and private sector investment in innovation. Progress
update highlights include:

The Innovation Board partners continue to support and promote key funding programmes and
initiatives including the Innovation Grant Mentoring Project, supported by Norfolk and Suffolk
County Councils, which provides tailored support for businesses bidding for innovation funding
e.g. Innovate UK. Good progress has been made with a number of businesses supported which
have led to successful funding awards. A recent example is iBoxit at Norwich Research Park,
awarded an £850K grant from Innovate UK Norfolk Business secures funding to develop globe
friendly shipping solution in Norwich - Norfolk County Council
A revised Growth Through Innovation (GTI) programme is also now live and being actively
promoted by the LEP, Growth Hub, Connected Innovation team and partners.
Finally, the LEP is also establishing a Funding and Investment Sub-Group (under Connected
Innovation) to bring together a diverse portfolio of funders and investors, including Anglia
Capital Group, British Business Bank, Growth Hub, Government etc to provide greater clarity
around options to start-up and scale-up businesses depending on their needs.
We have also linked with organisations such as Angels@Essex, Cambridge Capital Group and
Oxford Finance to help strengthen investor partnerships for programmes such as Creative East.
3. Support the innovation ecosystem in Norfolk and Suffolk, developing and
promoting innovation clusters. Progress update highlights include;
a. Connected Innovation Programme to strengthen the network of innovation hubs and
clusters across Norfolk and Suffolk and enhance cross-sector innovation and
collaboration. Led by New Anglia LEP and governed by the Innovation Board.
Connected Innovation Network has now grown to 25 innovation hubs engaged and
involved across Norfolk and Suffolk, effectively creating the largest regional innovation
network in the country. This now includes Freeport East.
Further funding secured to March 2025, from New Anglia LEP and UK Shared
Prosperity Fund (via District Councils) as part of the business support programme
activity. Connected Innovation team will continue to work closely with the Growth Hub
and High Growth Team to target business support and innovation activity.
Continue to support and deliver cross-sector tech challenge events. Recent examples
include space meets offshore wind event at OrbisEnergy and the Explorer Forum at
NRP, an industry-academia event seeking to unlock space tech enabled opportunities in
agri and plant science. We are also supporting an advanced engineering &
manufacturing event with NAAME in King’s Lynn.
Support, promote and sponsored a range of regional innovation events activity including
NRP Enterprise events, Sustainability Festival at Adastral Park, East Suffolk Hydrogen
Conference (with Hydrogen East), Norwich AI Summit and Agri-TechE’s REAP
Conference in Newmarket (8th Nov) where we are sponsoring the networking reception.
A recent audit of innovation spaces, centres, research institutes and universities across
Norfolk and Suffolk has revealed some interesting data, highlighting that the Connected
Innovation network contains over one million sq ft of commercial space, with over 800
businesses and 20,000+ people working across the network. This supports our claim
as being the largest regional innovation network in the U.K.
b. Innovate UK Innovation LaunchpadAgri-Food in Eastern Region & Harnessing
research strengths: A progress update is provided separately under the Agri-Food
Industry Council report.
c. Supported and helped promote new innovation programmes and partnerships – in
addition to working with the innovation hubs network in the region, New Anglia LEP
continues to work with partners to support and promote various innovation cluster
development activities, these include Space East, Creative East and NAAME.

By hosting Connected Innovation within the LEP there has been strong synergy and
leverage right across the innovation and cluster/sector development activity. This has
added real value to the work of industry councils e.g. agri-food, digital ICT etc and
specialist partner activity including marine science and algae innovation
(Hethel/UEA/CEFAS), fintech (Tech East/FIG), 5G & optical communications (BT/UoS)
and health-tech & social care (SCC/UoS/BT/NRP).
This joined up way of working with a ‘single team, two county approach’, has also led to
successful funding bids over the past 12 months that have resulted in creating the
Space East cluster, delivering the £1.275m regional investment readiness programme,
Creative East, and extended funding for NAAME and Connected Innovation, as well as
the positive announcement on the successful Innovate UK Launchpad bid (agritech).
4. Assist and develop the best talent for delivering innovation at the scientific,
technical and business levels. Progress update highlights include:
a. Continuing to promote Knowledge Transfer Partnerships (KTP) working closely
with University partners, including UEA, University of Suffolk (UoS) and Norwich
University of the Arts.
b. Continuing to promote the various skills capital projects such as the UoS/BT
Digitech Centre. Also progressing new projects such as the Skills and Innovation
Centre at Gateway 14 with Mid-Suffolk District Council and partners.
c. Supporting the sector skills plans, particularly those focused on high value
sectors including ICT Digital, Agri-Food and Clean Energy.
d. Promote and raise awareness of Skills Bootcamps focused on digital skills.
5. Provide connectivity for national innovation stakeholders to the local innovation
ecosystem:
The LEP’s Sectors and Innovation team has assisted UKRI to help deliver its UKRI Connect
events in Norwich on 19-20 October 2023. UKRI reached out given the wide array of activity
being delivered by the team and the connections the LEP has with key industry and innovation
stakeholders across the region. Invitations were sent as a result to key partners for the UKRI
Levelling Up and Transforming Food Systems roundtables on Thursday 19th October and the
Conference at The Nest in Norwich on Friday 20th October. This is part of a national series of
regional events led by the CEO of UKRI, Professor Dame Ottoline Leyser.
Section 2: Regional Innovation Action Plan
New Anglia LEP and partners, via the New Anglia Innovation Board, have built a positive
relationship with UKRI, Innovate UK, and the Catapult network over recent years. Importantly,
Innovate UK is committed to embed Place in all activity in this spending review period and
beyond, to support existing excellent local innovation strengths that are critical to overall UK
capability and explore new opportunities for growth.
The pre-existing strengths and potential for economic growth and productivity gains in Norfolk
and Suffolk, highlight the need to assess the progress being made and to identify further areas
to work together in the region. As a result, Innovate UK is committed to working with the LEP
and Innovation Board to complete and launch a Local Action Plan for Norfolk and Suffolk.
Other regional action plans have been developed and launched by Innovate UK including West
Yorkshire, West Midlands and Liverpool City Region, but this is the first in the Greater South-
East and East of England area of the country.
The Norfolk and Suffolk Local Action Plan highlights areas of strength and positive trends in the
local economy to help differentiate our competitive edge. It also flags key issues and challenges
that are priorities for future action. It sets out directions including a longer-term perspective

building on existing innovation assets and the development of emerging opportunities. The
plan also aims to provide a strategic focus for innovation in Norfolk and Suffolk, and an
overview of how we can catalyse the actions of partners in the region to create impact.
At a high level the plan will commit Innovate UK to work with the leadership and wider partners
across Norfolk and Suffolk to deliver our joint innovation ambitions, through three core areas:
Strategic Partnerships to ensure we have the necessary relationships to deliver
this plan and grow the Norfolk and Suffolk economy through innovation, maximising
local strengths and capabilities. This involves identifying new co-investment
opportunities to grow local innovation clusters and increase engagement between
national and local partners to enhance collaborative working and support.
Innovation Support that is targeted at priority clusters and meets the needs of
local businesses and entrepreneurs, sharing expertise and data so we can take
more informed actions. This involves taking positive action to support agritech,
biotech and cleantech, advanced manufacturing and digital innovation, building on
local capabilities and expertise.
Communication and engagement to ensure we’re reaching, engaging, and
inspiring more entrepreneurs and business leaders to innovate. This will involve
working collaboratively on enhanced communications, marketing and events to
maximise visibility of programmes and business support.
The overarching outcome of this Local Action Plan is that, by working in partnership with the
business and innovation leadership of Norfolk and Suffolk, and the locally connected innovation
ecosystem, we will ensure that businesses in the two counties are more resilient and able to
profitably develop their ideas.
Innovate UK and New Anglia LEP, via it’s Innovation Board, have responsibility for overseeing
the implementation of the plan. It is intended to be an agile and evolving document, which
responds to changing governance, local needs and economic pressures over the next three
years. With LEP transition, we are proposing to include a joint foreword from the Chair of New
Anglia Innovation Board and Leaders of Suffolk County Council and Norfolk County Council.
The Innovation Action Plan will be officially launched at an invitation only event being planned
in December at BT Adastral Park and will involve keynote speeches from the CEO of Innovate
UK, Indro Mukerjee and Chair of New Anglia Innovation Board, Johnathan Reynolds. Two
panel sessions are also being organised for the event focused on; a. Connecting the national
innovation landscape to the local innovation ecosystem and b. Provision of business and
innovation support in Norfolk and Suffolk.

Chief Executive’s Report
Summary
This report focuses on by exception reporting on key issues and information for the board’s
attention.
Regular reports on the performance of individual LEP programmes are provided via programme
performance reports and issues which require board input or decisions are tabled as agenda items
in their own right.
The report is grouped under five headings – 1) LEP managed projects and programmes, 2) LEP
Industry councils and Sub-groups, 3) External Partnership Activity, 4) Governance and Finance,
and 5) LEP future. The communications dashboard is also attached as a separate appendix.
1) LEP Managed Projects and Programmes

2) LEP Industry Councils and Sub-groups
Innovation Board - Connected Innovation Website
Using funding from the first phase of the Connected Innovation Programme, the LEP team
tendered and awarded a contract to Constellation Marketing to create a dedicated website for
Connected Innovation which brings together all of the information and digital assets relevant to the
innovation ecosystem across Norfolk and Suffolk.
The website is due to go live by w/c 23th October and will profile our innovation hubs and clusters,
alongside highlighting key partners, support organisations, funding and investment opportunities,
upcoming innovation events, and news related to our innovation ecosystem.
It will also provide a gateway for both national and local stakeholders to engage with the network,
access support and learn more about the region’s innovation assets. The link for the website is

3) External Partnership Activity
Space East
Cluster membership is now at 95 and we have over 620 LinkedIn followers. Several events are in
the diary, including one in partnership with Essex CC for January. Space East is also supporting a
UK Space Agency STEM bid including approx. regional 10 partners and also leading a UKSA
collaborative cluster funding bid.
The Space Enterprise lab (SEL) at Adastral Park should be up and running by the end of the year
(just finalising contracts) and will provide an important East of England hub for the space sector,
linking in with the national network of space hubs. The SEL is a partnership project and being

supported by the LEP, BT, Satellite Applications Catapult, Suffolk County Council and East Suffolk
Council.
Financial Industries Group
The Norwich Financial Industries Group (FIG) are hosting an event at the UEA, with Norwich
Business School. It is based on Decentralised Finance, its potential advantages and pitfalls in the
modern financial system. Tech East will be providing an update on the Future Fintech project work
and the launch of the UEA Fintech Lab will follow with tours. FIG and Future Fintech are actively
supported by the LEP.
New Anglia Advanced Manufacturing Group
The first cohort of Engineering Skills Bootcamps designed and organised by NAAME and industry
have completed with 10 learners on the course. So far 5 students have already been offered jobs,
2 will seek further training and 1 has entered a different sector.
NAAME has held numerous manufacturing group network events, one at TAIT’s new purpose-built
factory in Haverhil exploring AI in manufacturing, another at Smurfit Kappa, Diss and another
coming up at Uniserve distribution hub.
NAAME Industry Council meeting takes place on the 26th October.
Norfolk and Suffolk Skills Bootcamp
The Skills Bootcamp wave 4 programme exceeding its first target set by Department of Education
(DfE) a month early, with over 65% (207) of learners completing milestone 1 on their course.
Skills Bootcamps are part of the Government’s Lifetime Skills Guarantee, helping everyone gain
skills for life, funded through by DfE and are free (to the learner). Skills Bootcamps last from 60
hours up to 16-weeks and have been designed to offer flexible training to work around learners’
commitments. The outcome provides individuals with sector-specific skills to gain employment,
increase new contracts if self-employed or take on more responsibilities or promotion within their
current job if employed.
New Anglia LEP in partnership with Norfolk & Suffolk County Councils has secured a further
£564,017 to extend the programme this financial year enabling up 174 individuals to access the
Skills Bootcamps.
A proposal to continue delivery of the programme in 24/25 financial year was submitted to DfE at
the end of September. Seeking £2,497,868 to support up to 560 individuals through Skill
Bootcamps, it expected the outcome will be know towards the end of the year.
Annual Clean Growth Business Event
The LEP is working with Innovate UK KTN to deliver this years Clean Growth Business Event
which will have a focus on Agri-food Industrial Decarbonisation. It will take place on 27th November
at the John Innes Centre, Norwich. The event will have an innovation show case and include
engagement workshops and networking opportunities, allowing participants to learn from each
other, establish connections, and collaboratively address challenges in the adoption of clean and
sustainable practices in the sector. This event forms part of the Agri-food Industrial
Decarbonisation project which is funded by the Norfolk Investment.
4) Governance, Operations and Finance
LEP transition:
The LEP is working to ensure that we discharge our duties appropriately as we work to an orderly
transition from our current arrangements.
The LEP has written to all local authority partners with Enterprise Zones to advise them of the LEP
Integration Plans and that the transition of the functions of the LEP to the Councils will constitute
an event of multi-lateral termination.

The county councils are already engaging with the district / boroughs as regards the implementation
of these Integration Plans, including the principles for Enterprise Zones.
We will commence the work to reflect the agreements that have been reached once these have been
confirmed. It was expressly noted that legal work to support this must be concluded prior to the
integration of New Anglia LEP.

The management accounts for the second quarter of the 2023/24
financial year can be viewed under agenda item 9.
Risk Register:
Following review of this month’s risk register the Board should note that the following risks have
increased as a result of LEP transition:
Stakeholder and Partner risk – increased from green to red.
Loss of funding through loans and financial management of GPF – increased from green to
amber.
5) LEP Future
The LEP chair and chief executive continue to be engaged with local authority and central
government colleagues around the transition of the LEP.

Campaigns, events, and other projects
Communications oversaw the LEP’s AGM on Wednesday 20 September. This
included a video showcasing our key achievements across the 2022-23 financial year
and a presentation outlining our accounts. The video can be viewed here and the
AGM here.
Promotion of the business support programme available in Suffolk, the Rural
Business Capital Grants and Training Grants on offer in west Norfolk, and the High
Growth Network Programme.
