Small Grant Scheme and Growth Through Innovation Grant approval reports.
The final project approval reports of the SGS and GTI schemes were presented,
with all projects approved by 31 March 2023. The ERDF programme is now
complete other than issuing the final payments on the remaining approved
projects- only around 45 projects are left to be paid.

Investment Appraisal Committee Delegation Arrangements

Summary
This paper outlines the current arrangements for grant programme delegated approval within
the LEP executive team and outlines the proposed amendments to this structure in light of
recent staff changes.
Recommendation
The Investment Appraisal Committee are recommended to note the contents of this report
and confirm approval of the delegated decision arrangements.
Grant Programme Governance and Delegation:
GTI- Growth Through Innovation
Capital grants from £2,500 to £25,000, at up to 45% of eligible cost, to support and raise levels
of innovation, research and development in SMEs.
Internal Due Diligence
Officer decision panel
SCC Grant award letter, payment and monitoring
SGS- Small Grant Scheme
Capital grants from £2,500 to £25,000, at up to 25% of eligible costs, to support business
growth and development in SMEs.

SCC Grant award letter, payments and monitoring
Current BTTNZ panel comprises Rosanne Wijnberg and Chris Dashper. Two votes from
three members are required to support a project with a grant. We propose adding Julie West
to this panel in place of Chris Starkie. Julie is an experienced project officer having worked
on a range of programmes including the Growing Business Fund. Julie currently manages
the consultancy support for the BTTNZ but has no direct engagement in the advice of or
support for individual projects.
Recommendation
The Investment Appraisal Committee are recommended to note the contents of this report
and confirm approval of the delegated decision arrangements.
