Declarations of Interest
AP declared an interest in Item 9 in relation to Norfolk County Council. It was agreed that AP could remain
for the discussion but not participate in the vote
DE declared an interest in Item 10. It was agreed that DE would leave the meeting for the discussion
around the Sounds East project.

The minutes of the meeting held on 26th January 2022 were agreed as accurate.

Reporting: Growing Business Fund
RW resented the reports noting that the GBF was funded from the Growth Deal where funds had to be
spent by 31st March 2022 so the focus was on paying outstanding grants to minimise the level unpaid
which will be clawed back by Government.
AP asked if project costs were being impacted by inflation. RW confirmed that some GPF requests had
been received but not for the GBF as, if costs rise, it usually results in a lower intervention rate. RW
agreed to investigate this further.

Growing Places Fund: FEP Energy project update Confidential

Getting Building Fund: Local Full Fibre Network project amendment request
JR presented the project which is part of the wider Better Broadband project and advised that 14 sites have
needed to be withdrawn reducing the project costs by £400k. To avoid having to repay this the project
team have proposed using the funding to provide Fixed Wireless Access to a number of sites which will
provide the same outcomes to rural areas which traditional broadband is struggling to reach.

To approve the deallocation of £400,000 from the Getting Building Fund grant offer of £2,054,320 for
the delivery of the Local Full Fibre Network. To re-apportioned the £400,000 within the project to
support the delivery of Fixed Wireless Access
