Rural Communities

Support for the region’s two Freeports
Shift more freight to rail and increase road

- E.g. Unlock Ely Junction to boost UK freight
growth
Enable mode shift and reduce private car
travel, including walking, cycling and
buses and other modes –tailored to
urban and rural areas, plus digital rollout
Electric and hydrogen infrastructure
revolution in rural and urban areas –
private cars, freight and fleet vehicles
Make rail more attractive to people
Speed, frequency, connectivity, capacity:
- Unlock East-West Rail to Cambridge
and Oxford
- GEML to London
Support innovative transport
connectivity - especially for rural
and coastal communities
High quality digital connectivity for
all people and businesses in the East
(including all rural communities)
Increase sustainable access for passengers
to our three international airports
Increase the reliability & resilience of our
main road network, e.g.:
- A47 Energy Coast to Midlands,
- A11 Norfolk to Cambridge/London
- Major road network
Reducing the complexity of transport
funding and increase certainty of funding
Giving regional political leaders greater
say on delivery priorities.
Increasing the focus on decarbonisation
Co-ordinating public and private sector
initiatives

Transport East approach
Spending Review
Transport East Approach
All 7 Sub-national Transport Bodies across England are preparing submissions
Three broad categories:
3. A multi-year
funding settlement
for STB partnership
capability and
capacity to drive
forward strategy and
delivery with long
term certainty
1. Immediate delivery of ‘ready
to go’ projects and programmes
in RIS, Rail, LTP, Bus, Active
Travel, Freight and other budget
lines
2. Fast track projects within
investment pipeline to
accelerate their readiness for
delivery
Funding for transport priorities / programmes within/supporting an area:
21
st
July - Transport East Forum workshop
Summer - Shared priorities across multiple regions
Now to mid-September – engagement with DfT and Treasury
Mid-September onwards – advocacy programme
Feedback from MPs and political leaders:
Transport East MP Roundtable
East of England All Party Parliamentary Group
More flexibility and freedoms to raise private investment
Invest in rural connectivity and innovative solutions
Better working with partner delivery agencies (e.g. Highways England)
A stronger narrative on need for infrastructure investment in the East
considering scale of growth planned
Faster and more frequent rail (East-West and North-South > for passengers and
freight)
Tackle decarbonisation
Delivering for Global Britain
One Vision, one voice for
transport in the East:
Decarbonisation
Connecting our growing
towns and cities
Unlocking our
international gateways
Energising coastal and
rural communities
Delivering value for
government
Core narrative
Offer 1: We will accelerate delivery of and derive better value from our live investment
programme, with government support (include named projects)
Offer 2: We will speed a new generation of projects through an Eastern pipeline, to
meet government objectives on decarbonisation, economic growth, levelling-up
communities; in partnership with government and neighbouring STBs
Offer 3: We will maximise the value of all investment across the region, using expert
insight to inform decision-making at all levels of government and delivery (i.e. the three
year plan – capacity, capability and multi-year funding)
Three offers to government
Next Steps for Transport East Partnership
Clarify our ‘single voice’
priorities across the region
Complete our regional Transport Strategy and
submit to Secretary of State for endorsement
Confirm our pipeline of investment priorities
Seek confidence from
Government that our priorities
can be delivered
Set out our region’s compelling case for
investment, supporting growth and
decarbonisation
Seek longer term funding settlements, and
better funding mechanisms / appraisal to
prioritise investment in the East of England
Communicate a single voice
to accelerate delivery
Advocacy Plan to communicate our case
(e.g. providing support for MPs within their
parliamentary roles)
Influence and shape national decisions and
events, including CSR 2021 and COP26 in
autumn
