Growing Business Fund Programme Performance Report
Chris Dashper (CD) reviewed the performance reports and noted that spend was on schedule to
complete the full budget.
£50k is left in the budget for SGS and negotiations are underway to extend it.
The VEG & WEG schemes are almost fully committed and it is expected that additional time will be
allowed by Government to complete the spend.

Innovative Projects Fund
CD confirmed that work is continuing even given the delays experienced in 2020 however payments are
now continuing.

Resilience and Recovery Fund
CS advised that this continues to be popular with 17 applications still in the pipeline and over £2.5m spent
on 113 grants across the region. £2m is left in the budget.
CD confirmed that the grant will be reviewed to ensure that it is still fit for purpose and amended if
required to ensure that it still provides the support required for businesses.
The meeting agreed that the range of businesses was pleasing and the fact that firms are continuing to
invest long term.

Item 6 - Growing Places Fund Performance Report
Programme Overview - What is the Growing Places Fund?
• Programme duration under Growth Deal funding: 2015 - 2021.
• Value: £35m. This is the £35m Growing Places Fund element of the Growth Deal. Completed projects date back to previous funding from 2012.
• Invested £22.7 million loan capital in region’s infrastructure, sectors and growth locations. £13 million of grants provided to projects demonstrating significant regional
or local economic benefit.
• Contribution to the Economic Strategy: The fund has leveraged £143m of public investment and £149m of private investment, created 1475 new jobs, 468 new homes,
created 18,703 square metres of industrial space, provided premises for 112 new businesses to be created, supported 45 capital investment projects, and 6 sector
developments in the private and public sector.

Growing Business Fund Performance Report - December 2020
Programme Overview - What is the Growing Business Fund?
Launched in April 2013, the Growing Business Fund provides grants for businesses to enable growth, an increase productivity and job creation.
Capital grants between £25,000 and £500,000 are provided at up to 20% of project costs for SMEs, with an enhanced rate for small businesses located in an Assisted Area (until 2021).
Funding for the Growing Business Fund is provided on an annual basis from the LEP's Growth Deal.
The fund is accessed through the New Anglia Growth Hub with Due Diligence undertaken by Finance East and agreed by a GBF panel which meets monthly as required .
What is the overall Programme Status?

Since the autumn there has been an increase in the number of applications coming forward, these are now being progressed slowly to panel.

Based on grant approvals, the scheme started 2020/21 ahead of target.

Pipeline is healthy, with interest in some very large grrant applications . Regular panel meetings continue to approve applications
What are our key updates?
Participant SMEs of the Scale Up New Anglia programme are being offered a range of support including applications to GBF (where appropriate).
This is still the LEP flagship grant scheme attracting interest: despite COVID-19, we are seeing confidence in that some businesses submitting grant applications.
Many of the busiensses are proceeding with their growth plans especially those of a medium size with a healthy pipeline of larger grant applications
GBF is a successful programme and grants continue to be drawn down quickly. As of January 2021, £2.8m has been committed of which £2,200,426 has been defrayed. An additonal £1m was allocated by the LEP Board
in Jainuary 2021 to help manage the continued demand for the programme in 2020/21. Funding for the LEP delegated programmes including GBF for 2021/22 will be considered by the LEP Board at their February Board
meeting.
The GBF pipeline contines to be buoyant with growth projects requesting support.

What are the next steps?
The LEP is working with delivery partners, to ensure that the scheme can be accessed by businesses to facilitate growth during the current COVID-19 Pandemic.
As we are nearing the end of this fund, we are closely monitoring the applications that are submitted to ensure they can complete on time, 31st March 2021
